How to copy file over cmd commands?

V:\Data>xcopy “\10.0.10.96\VMs\AppSvr.vhdc” /e /y

Only working on cmd not powershellc
Xcopy v:\siclopsclone*.* /s “\10.0.10.96\VMs\Temp\” /c/y/i
